520 _aThis paper argues that the EU's new European Security Strategy (ESS), which will appear by June 2016, should be modeled on the organization's founding principles of respect for human dignity, freedom, democracy, equality, the rule of law and human rights. Indeed, if the EU remains true to its principles, the new ESS will 1) facilitate Europe's engagement with the world; 2) help advertise its particular vision of socio-political organization to others; 3) enhance Brussels' cooperation with those who share its egalitarian aspirations, and 4) help identify "those who break the rules."
